I have the honour to acknowledge the receipt of your letter of the 29th ulto enclosing two Draft Ordinances to amend the Constitution and Procedure of the Supreme Court of Hongkong and informing me of the Earl of Kimberley's desire that I should offer any remarks and suggestions which might occur to me upon the proposed measures.
